The organization of asylum and migration polices in Italy comes under the jurisdiction of different Ministries, called upon to contribute to the achievement of common goals, according to specific competences. This recent publication of the Italian Contact Point of the European Migration Network (EMN), which explores the theme “Immigrants and refugees. Legislation, institutions and competences”, was conceived with the aim of providing a tool for knowledge and work for all stakeholders: government officers, social workers, academics, representatives of immigrant associations, intercultural mediators.
The immigrants themselves, either those who have been in Italy for years and are now embedded in the social pattern, or those who have recently arrived obtaining a permit for the regular residence in the State, can find in these pages useful information to deal with the complex system of rules governing their status.
This Report is aimed at introducing the detailed analysis of some specific aspects concerning migrants, such as entry procedures, stay requirements, integration possibilities and return cases. We have also paid a special attention to the conditions of access to the labour market, for which the migrant workers represent an important resource. In the conclusions, we have tried to outline a complex framework of the experiences of the juridical interventions of the latest twenty years as well as the resulting lessons to be learnt, considering the complexity of the specific Italian context. The methodology used is both socio-statistical and juridical. We tried, in fact, to analyze the current policy measures on migration and, when necessary, evaluate their implementation by examining the available data.
The effort of our editorial staff consisted in trying to present the legislative, statistical and social aspects of the issue in a simple way, so that this matter could be understandable not only to a restricted group of scholars, but also to a broader public. Public awareness of migration issues is, in fact, one of the institutional tasks of the European Migration Network (EMN), and by publishing this study the National Contact Point of this program has tried to give its contribution.
The Report is an updated and partially renewed version of the previous National Study “The Organization of Asylum and Migration Policies in Italy” edited in 2009 by the Italian National Contact Point of the EMN network.
