01.06.2011 Asylum proposals: ensuring progress towards a common area of protection and solidarity

The Commission presented revised proposals amending the Directives on Asylum Procedures and on Reception Conditions. Today's modifications are aiming to ensure faster, fairer and more efficient rules that will benefit both the Member States and the refugees themselves. The Commission hopes that the modified proposals will also provide impetus to the stalled negotiations on the remaining elements of the asylum package, in order to complete the Common European Asylum System (CEAS) by 2012.
The Commission adopted a first set of proposals to amend the two Directives in December 2008 and in October 2009. Negotiations have been difficult and no position was reached on these texts in the Council.
  • Modifications to the proposal on the Receptions Conditions Directive would provide more clarity and flexibility so as to ensure that there are clear and strict rules on detention, and that asylum seekers are provided with dignified means of living.
  • Changes made to the proposal on the Asylum Procedures Directive seek to simplify and clarify rules in order to, inter alia, make implementation easier for Member States and better address potential abuses of the rules and the issue of repeated applications.
